做分摊的时候为什么WBS不能作为发送方？
成本中心可以作为发送方，为什么WBS不能作为发送方？如果WBS不能作为发送方，则需要在分摊WBS的时候维护很多结算规则。不知为什么WBS不能作为发送方，谢谢！
